Denizens
Wizards (children of Omnia): manipulators of the energy (it's wizards. They collect energy and do weird stuff with it.) They commonly have brightly-colored eyes (not a qualifier, just common)Beasts (children of Inanis): manipulators of the form. All animalians have pointed ears and present some attributes of their animal. They can shift into it to varying degrees. (were-people...)

Some people are born with low presentation of magical potential or animalian traits. They still belong to one of the 2 groups native to Petr, they just didn't luck out genetically.Someone presenting traits of both groups cannot occur naturally or exist stably. Unethical experiments have been performed, with varying success.

Customs
Long hair is a sort of symbol of power in wizards (establishing that they have the time to manage it and haven't had it shorn or burnt off in a duel). Over time, it has been co-opted by exceptionally strong beasts as a kind of threat display.Working wizards tie their hair back or cut it short if they aren't sticklers for tradition.Most beasts opt for fields of work in natural environments where their innate abilities are best suited, making short hair easier to work with.Long hair is not indicative of a strong wizard but commonly, strong wizards do have long hair.
At the beginning of each elemental season, there is a large festival held.The cycle goes: Earth, Air, Fire, Water.-The biggest festival in Marzul involves feeding the Queen's Pet, a giant squid that lives at the base of the blue hole off the coast. Many locals also put together elaborate costumes of what they believe the Queen's Pet looks like.This marks the beginning of the Water season and is called The Flood by locals.
(It's common to hear old tales of the Queen's Pet being dissatisfied with its meal and flooding the city in its unrest.)-Earth season marks the beginning of The Harvest. Feasts are held within friend groups and families with the excess of the harvest.-Air season is marked by a great festival of music in every city known for its games, lavish food and drink, and dancing in the streets. It has many names but in Marzul, most simply call it The Breath.-Fire season coincides with the graduation duels of every wizarding school and The Hunt for young beasts coming into their animal form.
Power Structure
The land of Petr is "ruled" by a symbolic queen, appropirately titled The Dead Queen as they are killed they day they are chosen to take up the throne.The throne is succeeded when the next of kin is of age to take up the mantle. As such, for centuries, the royal family made a point of having many heirs, giving their eldest child a simple name. Mors was exceptionally popular due to it's fitting (if grim) meaning.The throne has been held by the current Queen for an outstanding period of time due to difficulty in tracking down their next of kin. (The royal family, it seems, was wiped out the day the Queen took the throne.)The true rulers of the country (as stated prior, The Dead Queen is a symbolic title) are the high council. They are elected officials, 1 from each city, a new one voted in when the prior dies, is removed, or steps down.Their primary purpose is to finesse trade deals with foreign nations, allocate public funding, and in wartime: each heads a regiment of the military.Members of the council are sworn to secrecy and absolute loyalty to The Queen. However, to avoid corruption and action not in the interest of the denizens of Petr, if one acts in a manner that is unfitting of a council member they are removed after 3 strikes.
